In the first quarter of this year, inferior V-type water bodies appeared in some sections of the Weiken River and Wutong River. On the 17th, the Heilongjiang Provincial Ecological Environment Department concentrated on the Huanan County, Huachuan County, Luobei County People's Government, Nongkenguang Farm, Xinhua Farm, The Shannan Forestry Bureau of the Forest Industry Group and the Hebei Forestry Bureau reported on the direct discharge of domestic sewage and the discharge of sewage treatment plants, and put forward specific requirements for the next step.

The Heilongjiang Provincial Department of Ecology and Environment reported that about 2,000 tons of domestic sewage per day in the Huanan Forestry Bureau was directly discharged into the river. The Shuguang Farm Wastewater Treatment Plant has been monitored several times and the effluent water quality is not up to standard. The sewage from Hebei Forestry Bureau and Hebei Town is directly discharged into the Indus River. The domestic garbage is piled up on the riverside and invaded the river. The landfill leachate enters the river. The Xinhua Farm Domestic Sewage Treatment Facility has not been operated for a long time since its completion in November 2016, and domestic sewage is directly discharged into the Heli River. The Luobei County and Huanan County Governments have failed to supervise the prominent environmental problems such as direct discharge of sewage in the county, littering and dumping, and fail to fulfill the government's legal responsibility for environmental quality. Since the renovation and expansion of the 10,000-ton daily sewage treatment plant in Huachuan County in June 2018, the treatment capacity has been reduced to 0.5 million tons/day, and a large amount of domestic sewage has been treated without straight-lined Songhua River.

The Ministry of Ecology and Environment of Heilongjiang Province requires that the government of Huanan County, Huachuan County and Luobei County should fully establish an eco-environmental responsibility system that “management must be managed in an environmentally-friendly manner, production must be managed in an environmentally-friendly manner, and the management industry must manage environmental protection”. The investigation of outstanding problems in eco-environmental protection has been verified clearly and thoroughly studied and resolved. The Forest Industry Bureau Huanan Forestry Bureau, Hebei Forestry Bureau, Nongkenguang Farm, and Xinhua Farm must earnestly fulfill the main responsibility and obligations of pollution control and improve their pollution control capabilities.

The Department of Eco-Environment of Heilongjiang Province will follow up, dispatch and return visits to the rectification and completion of the counties and units, and will be supervised if the rectification is weak and the time limit is not met. For perfunctory rectification, pretending to rectify, the relevant clues will be handed over to the relevant departments for serious accountability.
